No Townie Apartment Neighbor Spawning

This mod prevents the spawning of new townies to fill in vacant apartments. Only existing ones will be used, and you can always create more, who will autonomously move in once they've settled into their new existence, of course.
Why, you ask, would you ever use this? Well, imagine you have a clean neighborhood, in which you have an empty apartment lot, in which you have apartments, in which you want to fill with your playable households, but when you move your first household in, the game so kindly spawns some random NPCs to fill the rest of the apartments whether you like it or not, only to be moved out once you move in the rest of your playable households, and then those randomly spawned NPCs just exist in your neighborhood forever and ever whether you like it or not, which, you know, is not ideal? Like, environmentally speaking, in terms of the amount of character files?

Works with Apartment Life and up and overrides BHAV CT - EP8 - T[0] - One Townie Group 0x7F028F29 Instance 0x000010A1
Note that this mod doesn't conflict with, is a less aggressive version of, and if put together will be subsumed by Nysha's No Townie Neighbours, which prevents the game from using existing townies to fill in vacant apartments as well.
